The ICC is a conglomerate of powerful corporations, located in the MSI's super-industrialized Corporate Territories, dedicated to churning out the bulk of the goods within the Imperium.

    The  Imperial Corporate Charter began as an informal mercantile guild made up of forty major corporations.
    The discovery of a new cluster of star systems, which included eleven non-habitable worlds, marked this guild's rise to power. Because the worlds were barren and inhospitable, providing no opportunities for colonization, the Imperium sought to find another use for them. Immediately the corporations leapt upon this opportunity, making a formal request that they be allowed to industrialize the worlds.
    The Imperium agreed to the request, granting the corporations a charter that designated the star systems for their use.

    The corporations became the Imperial Corporate Charter and immediately set to work developing the eleven worlds, which, while not ideal for supporting civilizations, were more than sufficient for the mass sprawls of factories and industrial complexes that steadily began to cover them and even flood into their orbits. Now, the ICC accounts for an enormous part of the Imperium's total industry, both civilian and some military.

    During the Velonnian Civil War, the ICC notably made an attempt to secede from the Imperium and form its own government within the Corporate region. The ICC refused to combine forces with any of the other dissident warlords and factions in the erupting war against the Imperium, but even in spite of this the ICC, now dedicating much of its immense manufacturing capabilities to military production, easily formed the largest military force of those opposed to the Imperium.
    In spite of its military might, the ICC was eventually crushed along with all the other secessionists by the end of the conflict, and surprisingly early, when an attack came from Damirius and his Minotaur forces. In a move of ingenuity, Damirius timed his initial spearhead into the Corporate territories to strike immediately after two other unexpected attacks by a pair of other warlords. The ICC, already scrambling its defensive forces to stop the other warlords, was virtually unable to oppose Damirius, who quickly and easily claimed them from under the Corporates.

    After the war, the ICC was left in a poor state, resource-strapped and with six of its key industry worlds badly scarred from consecutive Imperial bombardments and surface invasions, all of which were successfully repelled but only after high losses. Furthermore, the newly-formed MSI government, keen on preventing the sedition that sparked the war from rising again, heavily handicapped the ICC with taxes, military limitations, and more.

    Despite this, the ICC has since then returned to its former state, and is once again the most prominent corporate entity within the MSI.
