Phoenix Command Group Universe Operations Guide

Phoenix Command Group Operations Guide

Chapter 1: Introduction to the Phoenix Command Group


If you are reading this, then you are probably a new recruit or are highly interested in joining the Phoenix Command Group. The purpose of this book is to introduce you to the Phoenix Command Group, its purpose, how it operates, its history, enemies, etc. This book though seemingly complicated is broken down into small, easy to read chapters and sections. I would suggest for new members that you read the rules first after reading this chapter.

The Phoenix Command Group was founded in 2009 (AD 2587 in the official timeline) by Starfleet Captain Ianrobert732 and former Captains Legotrain587 and Johnnyred. It was originally intended just to be the three of them and their personal ships acting as a mercenary force. However, they soon realized that their endeavor would be impossible to undertake on their own, so they invited other Starfleet and former Starfleet Captains, Flipz, SloopofWar, SirSquid, and Jared50000. With them, they brought not only their personal ships, but also talent and resources.

The Phoenix Command Group was founded on the principles of truth, justice, loyalty, teamwork, and friendship, and it has proved that all of those principles are right. It has grown from a small task force to a massive fleet with a multitude of members. After a period of time, they allied themselves with most if not all of the organizations in the LEGO Universe.

Today, they still fight together for honor, valor, and cookies!

Chapter 2: PCG Rules

Chapter 2.1: Rules Regarding Membership


1. Anyone is allowed to join.
2. After joining, each member must select one of three branches of the Phoenix Command Group that they would like to join. (You may still make MOCs for the other units as well.) The three branches are as follows:
- Phoenix Command Group Space Defense Unit
- Star Quest Space Marine Unit
- Star Lancers Air Superiority Unit
3. After joining a unit, you will begin at rank O-1 (Officer Rank 1). The O-1 ranks for each branch of the service are as follows.
- Phoenix Command Group Space Defense Unit – Ensign
- Space Quest Space Marine Unit – Second Lieutenant
- Star Lancers Air Superiority Unit – Second Lieutenant
4. Before posting any other MOCs, you must first build a refit/variant of the PCG Simplicity. (http://www.brickshelf.com/cgi-bin/gallery.cgi?f=508236)
5. Your promotions will be based upon the number of MOCs you have made for your particular unit. (MOCs for other units, and minifigs do not count) and the quality of the MOC you have made. In order to prevent a flood of small, low quality ships, the promotion will be based on a ranking system of 1-5 stars given to a certain amount of ships by Council Members. The rating of a MOC will be based on the amount of stars that you get from each council member. A total of 20 stars is needed in order to add the ship to your list of ships for your promotion.
- O-1 - One ship, doesn’t matter what quality it is.
- O-2 – Five ships (Aside from your starting ship)
- O-3 – Ten ships (Aside from the first six)
- O-4 – Fifteen ships (Aside from the first sixteen)
6. The highest rank a standard member may attain is O-4. O-5 and O-6 ranks will be voted upon by Council Members.
7. Once you reach O-2 You may request to be transferred to a different unit.
8. Any NPCs that you enlist must follow both rules 1 and 2. Their ranking system is different.
- If an NPC is part of your bridge crew, he is automatically O-1. The Council will decide when to promote him.
- If an NPC is a ship’s captain, he is automatically O-2.
- If an NPC is part of an away team/Marine Squad/Crew Member/Ground Crew/etc., he may be any rank between E-1 and E-4.
- If an NPC is a squad leader/away team leader/section leader/etc., he is automatically E-5.
- If an NPC is a platoon leader/trainer/chief mechanic/head of something, he is E-6.
- Any NPC above E-6 will be promoted by the Council. You may request a promotion, you must also submit a reason as to why you want the character promoted.
9. Members of the PCG are not allowed to leave and start an enemy group. You are allowed to leave, but be warned, your starship designs may be used by the remaining members. However, they will be required to give you credit for the design. If you create an enemy group, any actions you take will be ignored. This does not include however:
- Rival groups, a group made in the style of the PCG, to protect and defend, or even work for their own profit as long as they are not warring against the PCG.
- A group of enemy NPCs. (I.E. Yor, Cor Redor, etc.) The Klingons, Borg, Romulans, Undine, Dominion, etc. would be considered this.

Chapter 2.2: Rules Regarding Ships


1. Please try to build all of your starships in the scale that is known as "Perfect Grade" This is simply 1 stud = 10 meters. If a ship is say somewhere between 10 and 14 meters, then the size is only 1 stud, but if it is larger, say 15-19 meters, then you round it up to 20 and it become 2 studs.
2. The standard registration initials for all ships is “PCG”.
3. Please remember to use realism while building. While heavily armed and armored is awesome, every ships still has a weakness, no ship is entirely indestructible. Please don’t over power your ship as well. It’s not cool to have a ship that can destroy “9001 plan3tz with 1 sh0t!!!11!! L0LZERZ!”
4. Wave Motion Technology (WMT) may only be used with permission from Johnnyred. Council Members may use it freely as long as it is not overused.
5. The maximum Warp Speed without WMT is Warp 9.9.
6. Do not steal other people’s ideas. If you are going to use a ship, design, or certain building technique, make sure to give credit to the person that created it.

Chapter 2.3: Rules Regarding Stories


1. Do not kill off any characters but your own. (Without permission)
2. Do not destroy any ships but your own. (Without permission)
3. Do not promote a character of your own.

Chapter 2.4 Miscellaneous Rules


1. Any orders given by Council or Sub-Council must be obeyed.
2. If you have any issues that need to be addressed, please give them to the sub council, they will then decide if they can take care of said issue or if they should turn it over to the council.

I believe that this should be changed around a bit to include the other factions of the PCG-verse. While some rules apply to all, such as perfect scale, other don't. Other factions use different rank systems and such. I feel that either this should be rectified, or this should be re-entitled as "Phoenix Command Group Operations Guide" (Lacking the "Universe" wording"). If we choose the latter option, a true universal guide should be created, basically being a skimmed down version of this (omitting PCG-specific regulations).

Well any new members will be part of the PCG I'm assuming, so this will apply to them. You know you're obviously free to make your own ranks, but its easier to put the "universe" in there so the n00bs know that stuff like the scale and story rules and such are for the forum, not just the PCG, so that they don't abuse anyone else's group.
